Yet for millions of people, turning on a tap does not mean safe drinking water \u2014 it means risk.<\/p>\n<p data-start=\"803\" data-end=\"1211\">A recent study by Colombia\u2019s Ministry of Housing and the National Department of Planning revealed that more than <strong data-start=\"916\" data-end=\"992\">3.2 million Colombians in rural areas lack access to safe drinking water<\/strong>, despite living in one of the most water-rich countries in the world. Infrastructure designed to treat and deliver potable water, as well as handle wastewater, remains dangerously underdeveloped outside of urban areas.<\/p>\n<p data-start=\"1213\" data-end=\"1424\">The Colombian government has pledged over <strong data-start=\"1255\" data-end=\"1304\">9.2 billion USD in infrastructure investments<\/strong>, some through public-private partnerships, to close the gap. But experts warn that money alone won&#8217;t solve the problem.<\/p>\n<blockquote data-start=\"1426\" data-end=\"1672\">\n<p data-start=\"1428\" data-end=\"1672\">\u201cColombia doesn\u2019t have a water availability crisis \u2014 it has a water management crisis,\u201d said Ana Mar\u00eda Gonz\u00e1lez, a hydrologist advising regional governments. \u201cThe challenge is not the river \u2014 it\u2019s what happens between the river and the faucet.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1428\" data-end=\"1672\">As rural communities battle rising health concerns, local aqueducts run by citizen groups are stepping in \u2014 offering a grassroots, if fragile, solution. But these efforts need support, both financially and institutionally, and time may be running out.<\/p>\n<h3 data-start=\"1932\" data-end=\"1961\"><strong data-start=\"1936\" data-end=\"1961\">A System Under Strain<\/strong><\/h3>\n<p data-start=\"1963\" data-end=\"2087\">Colombia ranks among the top 10 countries in freshwater availability per capita. Since water services were decentralized in the 1990s, local governments and small utilities \u2014 many under-resourced \u2014 have been responsible for water delivery.<\/p>\n<p data-start=\"2949\" data-end=\"3187\">While the intent was to bring governance closer to communities, the result has often been <strong data-start=\"3039\" data-end=\"3079\">uncoordinated policies, funding gaps<\/strong>, and little oversight. The National Water Plan has struggled to synchronize rural and urban service models.<\/p>\n<p data-start=\"3189\" data-end=\"3366\">Compounding the issue, many municipalities <strong data-start=\"3232\" data-end=\"3260\">lack technical expertise<\/strong> or planning capacity to apply for national infrastructure funding, let alone manage large-scale projects.<\/p>\n<h3 data-start=\"3373\" data-end=\"3412\"><strong data-start=\"3377\" data-end=\"3412\">The Role of Community Aqueducts<\/strong><\/h3>\n<p data-start=\"3414\" data-end=\"3640\">In the absence of state services, <strong data-start=\"3448\" data-end=\"3471\">community aqueducts<\/strong> \u2014 often led by local associations \u2014 have emerged as essential infrastructure for survival. Particularly in regions like <strong data-start=\"3592\" data-end=\"3624\">Boyac\u00e1, Cauca, and Santander<\/strong>, these systems:<\/p>\n<ul data-start=\"3642\" data-end=\"3805\">\n<li data-start=\"3642\" data-end=\"3719\">\n<p data-start=\"3644\" data-end=\"3719\">Manage their own water intake, distribution, and (in rare cases) treatment.<\/p>\n<\/li>\n<li data-start=\"3720\" data-end=\"3763\">\n<p data-start=\"3722\" data-end=\"3763\">Operate on volunteer labor or small fees.<\/p>\n<\/li>\n<li data-start=\"3764\" data-end=\"3805\">\n<p data-start=\"3766\" data-end=\"3805\">Often serve hundreds or even thousands.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3807\" data-end=\"3970\">Yet most are <strong data-start=\"3820\" data-end=\"3847\">not formally recognized<\/strong> under Colombian law, limiting access to public funds or technical support. Climate variability has made their work harder.<\/p>\n<p data-start=\"3972\" data-end=\"4114\">In 2024, droughts driven by El Ni\u00f1o conditions dried up water sources in over 150 municipalities, many served solely by community-run systems.<\/p>\n<blockquote data-start=\"4116\" data-end=\"4284\">\n<p data-start=\"4118\" data-end=\"4284\">\u201cWe\u2019re protecting our watershed with machetes and buckets,\u201d said Mario Quintero, who helps manage a community aqueduct in Boyac\u00e1. \u201cBut it\u2019s not enough. In 2024 alone, <strong data-start=\"5846\" data-end=\"5895\">over 40 water-related infrastructure projects<\/strong> were approved under Colombia\u2019s 5G infrastructure program.<\/p>\n<p data-start=\"5955\" data-end=\"6033\">But critics argue the implementation pace is too slow \u2014 and too urban-focused.<\/p>\n<blockquote data-start=\"6035\" data-end=\"6259\">\n<p data-start=\"6037\" data-end=\"6259\">\u201cThe current model privileges large cities and regions with higher tax bases,\u201d said Mar\u00eda Isabel Ruiz, a policy analyst with the Universidad de los Andes. \u201cRural Colombians are once again treated as second-class citizens.\u201d<\/p>\n<\/blockquote>\n<h3 data-start=\"6266\" data-end=\"6309\"><strong data-start=\"6270\" data-end=\"6309\">Water data-start=\"6507\" data-end=\"6528\">Conflict dynamics<\/strong>: Guerrilla groups and criminal organizations have targeted water infrastructure.<\/p>\n<\/li>\n<li data-start=\"6610\" data-end=\"6708\">\n<p data-start=\"6612\" data-end=\"6708\"><strong data-start=\"6612\" data-end=\"6630\">Illegal mining<\/strong>: Mercury pollution from illegal gold mining poisons rivers used for
