{"id":8988,"date":"2024-10-15T18:24:59","date_gmt":"2024-10-15T22:24:59","guid":{"rendered":"https:\/\/latinamericasecurityreport.com\/?p=8988"},"modified":"2024-10-15T18:24:59","modified_gmt":"2024-10-15T22:24:59","slug":"mexico-says-foreign-firms-have-pledged-20-billion-in-investments-but-many-are-old-or-uncertain","status":"publish","type":"post","link":"https:\/\/latinamericasecurityreport.com\/?p=8988","title":{"rendered":"Mexico Says Foreign Firms Have Pledged $20 Billion in Investments, but Many Are Old or Uncertain"},"content":{"rendered":"<figure style=\"width: 1440px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full\" src=\"https:\/\/dims.apnews.com\/dims4\/default\/8832719\/2147483647\/strip\/true\/crop\/3945x2630+0+0\/resize\/1440x960!\/format\/webp\/quality\/90\/?url=https%3A%2F%2Fassets.apnews.com%2F55%2F8d%2F2c1db477ffcbfdf93e972a460da7%2F8994d07c613242e1890e00d43492d4c5\" width=\"1440\" height=\"960\"><figcaption class=\"wp-caption-text\">Mexican President Sheinbaum and Businessman Francisco Cervantes<\/figcaption><\/figure>\n<p>Mexican officials announced Tuesday what they claimed was $20 billion in new foreign direct investment in Mexico, but much of that was neither new, nor completely certain.<\/p>\n<p>Investor confidence in Mexico has been shaken recently by&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/mexico-constitutional-changes-elected-judges-judicial-reform-57fb5888d35f050ce8430276bf472448\" data-gtm-enhancement-style=\"LinkEnhancementA\">controversial reforms to the energy sector and the judiciary,<\/a><\/span>&nbsp;and the government is eager to regain the trust of foreign companies.<\/p>\n<p>Among the bigger announcements Tuesday was what appeared to be a final investment decision by Mexico Pacific LLC for an LNG gas terminal on Mexico\u2019s Gulf of California, also known as the Sea of Cortez.<\/p>\n<p>That $15 billion project would import U.S. natural gas, liquefy it and ship it to customers largely in Asia. It is planned for Puerto Libertad, between the coastal towns of Guaymas and Puerto Pe\u00f1asco.<\/p>\n<p>Mexico Pacific CEO Sarah Bairstow said \u201cthis represents the largest foreign direct investment to date.\u201d<\/p>\n<p>However, that plan has been on the drawing boards since at least 2020, and still depends on getting cross-border gas pipelines approved and built.<\/p>\n<p><span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/hub\/marcelo-ebrard\" data-gtm-enhancement-style=\"LinkEnhancementA\">Mexican Economy Secretary Marcelo Ebrard<\/a><\/span>&nbsp;said the second-largest investment was a $6 billion commitment by Amazon.<\/p>\n<div class=\"PageListEnhancementGeneric Enhancement\" data-module=\"\" data-module-trackunsubscribe=\"\" data-align-center=\"\">\n<div class=\"Enhancement-item\">\n<div class=\"PageList-header\" data-ishubpeektitle=\"\">While Ebrard did not specify what it was for, Amazon Web Services had already announced in February an investment of \u201cmore than $5 billion\u201d to build cloud-computing infrastructure in Mexico.<\/div>\n<div data-ishubpeektitle=\"\">\n<figure style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full\" src=\"https:\/\/dims.apnews.com\/dims4\/default\/28a3674\/2147483647\/strip\/true\/crop\/4447x2965+0+0\/resize\/1600x1066!\/format\/webp\/quality\/90\/?url=https%3A%2F%2Fassets.apnews.com%2F6b%2F10%2Fd3101eb4392716c332e93244ef85%2Fa56593f73e2d44eb962a00c53b0c7b36\" width=\"1600\" height=\"1066\"><figcaption class=\"wp-caption-text\">Mexican President Claudia Sheinbaum, left, stands with Sarah Bairstow, CEO of Mexico Pacific LLC, during a news conference at the National Palace in Mexico City, Tuesday, Oct. 15, 2024. (AP Photo\/Fernando Llano)<\/figcaption><\/figure>\n<p>And Ebrard said the cruise line Royal Caribbean pledged to invest $1.5 billion in the Caribbean coast resort of Mahahual, south of Tulum.<\/p>\n<p>That was apparently a reference to the company plan \u2014 announced last week \u2014 to build a second \u201cPerfect Day Mexico\u201d on-shore facility for cruise ship passengers in Mahahual, which was once a sleepy coastal village until a cruise ship dock was built.<\/p>\n<figure style=\"width: 1600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full\" src=\"https:\/\/dims.apnews.com\/dims4\/default\/5c0c829\/2147483647\/strip\/true\/crop\/5322x3548+0+0\/resize\/1600x1066!\/format\/webp\/quality\/90\/?url=https%3A%2F%2Fassets.apnews.com%2F3f%2Fdb%2F354147a9c7397aaef22754c6f9ac%2F03d640b435284645b280ea85d13c15e1\" width=\"1600\" height=\"1066\"><figcaption class=\"wp-caption-text\">Mexican President Claudia Sheinbaum, left, listens to Mexican businessperson Francisco Cervantes speak during a news conference at the National Palace in Mexico City, Tuesday, Oct. 15, 2024. (AP Photo\/Fernando Llano)<\/figcaption><\/figure>\n<p>Ebrard said that, together with other projects, investments could total as much as $30 billion in 2025.<\/p>\n<p>\u201cThe message of President Claudia Sheinbaum is certainty, assurance, investments in Mexico are safe,\u201d Ebrard said at the event.<\/p>\n<p>However, foreign governments and some foreign business groups have expressed concerns about a reform&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/mexico-court-judicial-reform-elected-judges-81081cc0980cd128f3191331bc61a8c4\" data-gtm-enhancement-style=\"LinkEnhancementA\">passed in September that would make all judges<\/a><\/span>&nbsp;\u2014 including the justices of the Supreme Court \u2014 stand for election.<\/p>\n<p>The fear is that would politicize court cases and put foreign firms \u2014 who obviously have no vote in the elections \u2014 at a disadvantage. (AP Photo\/Fernando Llano)<\/figcaption><\/figure>\n<p>And foreign energy companies are still smarting from their treatment at the hands of Sheinbaum\u2019s predecessor and political mentor, former president Andr\u00e9s Manuel L\u00f3pez Obrador, who left office on Sept. 30.<\/p>\n<p>L\u00f3pez Obrador pushed through laws to&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/mexico-power-sales-unconstitutional-060ab7b4918d6af511a610088f167655\" data-gtm-enhancement-style=\"LinkEnhancementA\">guarantee the state-owned electric utility a majority share<\/a><\/span>&nbsp;of the power market.
