{"id":8270,"date":"2023-09-18T12:09:23","date_gmt":"2023-09-18T16:09:23","guid":{"rendered":"https:\/\/latinamericasecurityreport.com\/?p=8270"},"modified":"2023-09-18T12:09:23","modified_gmt":"2023-09-18T16:09:23","slug":"dominican-republics-president-stands-resolute-on-his-closing-of-all-borders-with-haiti","status":"publish","type":"post","link":"https:\/\/latinamericasecurityreport.com\/?p=8270","title":{"rendered":"Dominican Republic\u2019s President Stands Resolute on His Closing of All Borders with Haiti"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium\" src=\"https:\/\/dims.apnews.com\/dims4\/default\/d7cf43a\/2147483647\/strip\/true\/crop\/2907x1936+0+0\/resize\/1440x959!\/format\/webp\/quality\/90\/?url=https%3A%2F%2Fassets.apnews.com%2F84%2Ffb%2F2f6812082bb59117e6d70ff499fa%2F8c095cacc7c6422488e6f943cabcadf4\" width=\"1440\" height=\"959\"><\/p>\n<p>The president of the Dominican Republic on Sunday defended his decision&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/dominican-republic-haiti-border-closed-abinader-a8e763730d674fc840b4ea33d50ebe23\" target=\"_blank\" rel=\"noopener\">to close air, sea and land traffic with neighboring Haiti<\/a><\/span>&nbsp;in their dispute over construction of a canal targeting a river that runs through both countries.<\/p>\n<p>President Luis Abinader said in a televised speech that the border closures begun Friday will remain in place until construction is halted on the canal, which seeks to use water from the Massacre River to alleviate a drought in Haiti\u2019s Maribaroux plain.<\/p>\n<p>\u201cWe do not desire or seek confrontation, but we are confronting the uncontrollable people who keep Haiti insecure, and who, due to their private interests, now also conspire against the stability of their government and the security of our water resources,\u201d Abinader said during his brief speech, referring to gang violence that has engulfed Haiti.<\/p>\n<p>Accusing Haiti of violating a 1929 treaty between both countries, he said that the Massacre River is a key resource for Dominican farmers and that construction could damage the environment, including a wetland.<\/p>\n<div class=\"PageListEnhancementGeneric Enhancement\" data-module=\"\" data-module-trackunsubscribe=\"\" data-align-center=\"\">\n<div class=\"Enhancement-item\">\n<div class=\"PageList-header\" data-prompt=\"visible\">\n<p>\u201cThe precedent of an irrigation project built unilaterally can lead to an escalation of constructions that would destroy the river,\u201d Abinader said.<\/p>\n<p>The river is named after a bloody battle between French and Spanish colonizers, and it was the site of a mass killing of Haitians by the Dominican army in 1937.<\/p>\n<p>The full border shutdowns came four days after&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/dominican-republic-haiti-border-visas-canal-river-ad81b04bbd49d4425f5ff2b69a5ac8a8\" target=\"_blank\" rel=\"noopener\">Abinader announced that his administration had stopped issuing visas to Haitians<\/a><\/span>&nbsp;and had closed the border near the northern town of Dajabon.<\/p>\n<p>He said it was important to raise awareness in the international community so it comes to Haiti\u2019s aid.<\/p>\n<p>\u201cThere is no Dominican solution to Haiti\u2019s problem,\u201d Arbinader said. \u201cWe cannot be asked for more than what we already do.\u201d<\/p>\n<p>A spokesperson for the office of Haiti\u2019s prime minister declined comment Sunday and referred to a Friday statement condemning Abinader\u2019s decision to shutter all borders&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/dominican-republic-haiti-border-closure-river-canal-c6c2b0bbd7518e5da9d116d533618789\" target=\"_blank\" rel=\"noopener\">while both sides were meeting to find a solution<\/a><\/span>. Haiti\u2019s government has said it supports the canal project.<\/p>\n<p>Haiti also has requested help to help quell a surge in gang violence,&nbsp;<span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" href=\"https:\/\/apnews.com\/article\/un-us-kenya-haiti-gangs-police-force-0884dcd1d787a7d9be9219cf18648ef0#:~:text=UNITED%20NATIONS%20(AP)%20%E2%80%94%20The,spreading%20through%20the%20Caribbean%20nation.\" target=\"_blank\" rel=\"noopener\">with the U.S. saying it would submit a U.N.
